Digital payment infrastructure firm DCP and trade-technology provider STANDAGE have launched a joint initiative with The Shoko Chukin Bank to develop an integrated trade and settlement platform, targeting commercial deployment in fiscal 2028.

The project aims to achieve delivery-versus-payment (DvP) settlement by synchronizing electronic bills of lading (eBL) with "DCJPY," a tokenized deposit issued by The Shoko Chukin Bank. By connecting STANDAGE’s trade infrastructure—utilizing the CargoX eBL platform—with DCP’s tokenized deposit network, the partners plan to automate transactions via smart contracts, executing payments simultaneously with the transfer of cargo ownership.

The move follows the Japanese Cabinet's approval of amendments to the Commercial Code legalizing electronic bills of lading, with formal legal enforcement anticipated during fiscal 2027\. The consortium's initiative also responds to domestic regulatory priorities, including the government’s "Basic Policy on Economic and Fiscal Management and Reform 2026," which advocates for on-chain finance, as well as heightened anti-money laundering and counter-terrorist financing (AML/CFT) standards stemming from Financial Action Task Force (FATF) evaluations.

Traditional cross-border trade remains largely reliant on paper documentation and correspondent banking channels such as SWIFT, exposing small and medium-sized enterprises (SMEs) to settlement delays, non-payment risks, and expensive demurrage penalties when cargo arrives ahead of physical paperwork. By moving to continuous, 24/7 smart contract execution, importers and exporters can process digital title transfers and settlements without altering existing accounting procedures or deploying complex enterprise software.

The architecture is designed to accommodate other financial institutions seeking to issue tokenized deposits via DCP’s network and link into STANDAGE’s "Digitrad Payments" platform. The consortium also plans to explore interoperability with international settlement networks, including Partior, to expedite cross-border payment efficiency ahead of the targeted fiscal 2028 commercial rollout.
