# Ocean Secures Series A First Close Ahead of Japan’s November 2026 Tax-Free Policy Shift

Ocean Inc., the Tokyo-based startup operating the "Ocean Tax Refund" platform, announced it has completed the first close of its Series A funding round via third-party allotment.

The funding round drew participation from three existing investors—Z Venture Capital, Delight Ventures, and Bluefin Partners—alongside two new investors, ONE-JAPAN Tourism Fund and Dual Bridge Capital.

Ocean plans to deploy the fresh capital toward two core initiatives: full operational readiness for Japan’s nationwide shift to a refund-style tax-free system in November 2026, and the expansion of its broader inbound marketing infrastructure.

### Navigating the 2026 Regulatory Change

In November 2026, Japan will overhaul its consumption tax exemption policy, moving from the current point-of-sale tax exemption to a tax-refund mechanism where international visitors pay consumption tax at purchase and receive refunds upon departure.

Within ten months of its seed round, Ocean developed and launched "Ocean Tax Refund". The platform is designed to assist brick-and-mortar merchants with multi-language customer support, refund processing, and point-of-sale (POS) integration as retailers adjust to the unified compliance deadline.

"Ocean is building an infrastructure for Japanese retailers to maintain ongoing connections with global travelers beyond the point of purchase," said Ryo Hoshino, CEO of Ocean Inc. "The regulatory change is simply an entry point to a much larger global market."

### Market Traction and Strategic Expansion

Since its product launch, Ocean has expanded its merchant network and established integration partnerships with financial institutions, inbound tourism operators, and POS vendor networks.

Building on its core tax-refund architecture, the company is launching an inbound marketing arm designed to help domestic merchants analyze purchase trends and drive customer re-engagement. To support this expansion, Ocean is actively recruiting across product development, operations, and cross-border marketing functions.
