Web3 infrastructure provider UPBOND and Japan Tax Free have launched a service enabling international visitors to receive consumption tax refunds in JPYC, a yen-denominated stablecoin. The initiative, which went live on November 1, 2026, operates on the Avalanche blockchain.

The rollout commercializes a framework first announced by Japan Tax Free and JPYC in March 2026, integrating Japan Tax Free’s "JAPAN Refund" platform with UPBOND’s digital wallet architecture. Under this setup, arriving foreign tourists—including those without prior cryptocurrency experience or pre-existing digital wallets—can create an authenticated wallet on the spot to receive and track their reimbursements.

## Regulatory Shift Drives Adoption

The rollout coincides directly with an overhaul of Japan’s inbound duty-free shopping rules that took effect November 1\. Under the revised framework enacted to prevent fraudulent domestic resales, international shoppers must pay tax-inclusive prices at retail checkouts; refunds are subsequently disbursed only after customs officials at departure points verify that the goods are leaving the country. This regulatory adjustment mandates that domestic merchants and tax-free operators provide reliable, scalable channels to return funds post-departure.

Japanese policymakers have increasingly scrutinized stablecoins as a potential instrument for cross-border consumer transactions. Finance Minister and Minister of State for Financial Services Satsuki Katayama stressed operational safety and efficiency at the FIN/SUM conference in March 2026, while Minister of Land, Infrastructure, Transport and Tourism Tatsunori Ibayashi noted to the House of Representatives transport committee in October that stablecoins were under consideration for tourist refund mechanisms.

## Settlement Infrastructure and Economics

Technically, the settlement mechanism routes JPYC transfers across the Avalanche C-Chain. While Japan Tax Free administers the operational refund processing and JPYC serves as the underlying fiat-pegged asset, UPBOND provides the onboarding rails, authentication layer, and transaction confirmation feeds.

The on-chain approach offers several operational advantages over legacy payment channels:

- **Cost and Transparency:** Traditional credit card refunds frequently require weeks to settle, entail foreign exchange conversion markups, and obscure the net payout received by the cardholder.
- **Real-Time Settlement:** In-person airport cash counters provide physical yen on demand but create terminal bottlenecks, whereas blockchain disbursement allows programmatic distribution upon customs clearance.
- **Capital Retention:** Direct distribution to digital wallets reduces third-party transfer fees and allows tourists to hold digital yen balances for spending on subsequent visits to Japan.

## Product Pipeline and Executive Perspectives

UPBOND confirmed that JPYC disbursements will occur following standard customs clearance, reconciliation, and processing checks. Looking ahead, the company plans to introduce an "Agentic Wallet"—an AI-driven conversational tool designed to handle travel arrangements and enable tourists to verify refund status via chat.

"We see stablecoins as an entry point to blockchain-based finance," said Gin Takashi Mizuoka, Representative Director of UPBOND, noting that broad adoption requires abstracting underlying technical complexities away from the end user.

Kunitomo Ishii of Japan Tax Free characterized the shift as a modernization of Japan's inbound travel economy, stating that transitioning from point-of-sale discounts to post-departure reimbursements requires safe and transparent delivery rails. Ishii added that facilitating retained yen balances could encourage repeat tourism and provide recurring liquidity to regional economies across Japan.
