West Japan Railway Company Launches New Payment Service "Wesmo!"

JR West has launched its new payment service "Wesmo!" under the brand concept "Moving is Value," after becoming the first domestic railway operator to register as a Type II funds transfer service provider under the Payment Services Act. The company has previously provided the J-WEST credit card and ICOCA (the JR West's version of JR East's SUICA electronic money). Wesmo! enables easy payments through BLUE tag touch or QR code scanning/display, and can be used at over 1.6 million locations nationwide including Wesmo! member stores and convenience stores with the Smart Code™ mark. JR West has integrated services from Infcurion and TRUSTDOCK to implement Wesmo!
The Individual Digital Benefit Bond
In addition, JR West will issue individual digital benefit bonds ("WESTER Bonds") on June 12, 2025, structured by Mizuho Financial Group using the STdirectServices platform provided by NTT Data Corporation and Securitize Japan Corporation. These bonds are transfer bonds subject to the Bond Transfer Act and are not security token bonds.
JR West positions the issuance of individual digital benefit bonds as an opportunity to widely inform people about the launch of Wesmo! services, and wants to communicate its value and appeal to as many people as possible.

Wesmo! Implements TRUSTDOCK's eKYC
Due to the nature of the payment service, Wesmo! requires user identity verification based on the Act on Prevention of Transfer of Criminal Proceeds, as well as corporate verification for member stores. Since conducting verification operations using conventional analog methods would require enormous human labor, implementing an eKYC service capable of handling both identity verification and corporate verification became urgent.
Through this implementation, TRUSTDOCK provides API compatible with Method "Ho" (compliant with Article 6, Section 1, Item 1 of the Enforcement Regulations of the Act on Prevention of Transfer of Criminal Proceeds) and various verification operation BPO services, significantly reducing human costs while contributing to faster verification operations and improved convenience.
Key Factors in Choosing "TRUSTDOCK"
First, the ability to handle both user identity verification and member store corporate verification with a single service, and the option to outsource complex verification operations through BPO in one package, was very attractive to JR West.
Second, Wesmo! aims to be a unique payment service with no domestic precedent, connecting consumers, member stores, and business partners. Therefore, JR West needed an integrated system to achieve smooth identity verification with diverse users. TRUSTDOCK proposed "implementing comprehensive and efficient corporate verification by linking member store registration/management systems with TRUSTDOCK's API." The proposal was attractive not only for eKYC-related aspects but also for improving service quality through identity verification, leading to this implementation.
