Welcome to the one hundred eighty-first edition of the Japan FinTech Observer.

Our friends at UBP - Union Bancaire Privée have summarized the top theme for this week perfectly, namely the Bank of Japan's monetary policy meeting, taking place just before the five day "Silver Week" holiday. Please allow us to augment this with a couple of additional data points:
- Financial markets are beginning to price in the possibility of an acceleration in hiking, such as consecutive rate hikes in September and October, we believe this would run counter to Ueda's cautious approach, and would require strong evidence that the BOJ is falling behind, which cannot be deduced from his comments so far; however, we will watch the BOJ press conference closely for changes in wording
- A JPY 10 appreciation to the USD is estimated to push down TOPIX EPS by approximately 3.5%, representing a headwind for the market; however, median budget guidance across listed companies is around JPY 153 to 155, with exporters at the lower (stronger yen) end

- MUFG partners with Wall Street giants to back financial AI startup Rogo Technologies: Mitsubishi UFJ Financial Group’s corporate venture arm, MUFG Innovation Partners (MUIP), has completed a strategic investment in New York-based AI startup Rogo Technologies through its MUFG Innovation Partners No. 3 Investment Partnership; the venture unit joins a consortium of major global financial institutions—including Barclays, BNP Paribas (via Opera Tech Ventures), Citi Ventures, and Societe Generale—in backing the financial services AI platform; the collective investment expands Rogo’s shareholder base to nine major global banking groups; these institutions, which also include existing backers J.P. Morgan Growth Equity Partners and Truist Ventures, manage roughly $20 trillion in combined assets across more than 100 countries
- Hokkaido University and 15th Rock launch JPY 3bn tech venture fund: Hokkaido University has partnered with Yokohama-based venture capital firm 15th Rock Inc., a tenant at FinGATE Sapporo, to establish the "Hokkaido University Green Frontier Fund No. 1 Investment Limited Partnership," an initiative designed to spur innovation and commercialize academic research in northern Japan; following a first close in March 2026, the fund has set a target size of 3 billion yen ($20+ million) with a 10-year operational term; 15th Rock—founded in 2019 by Hokkaido University alumni—serves as the general partner (GP); limited partners (LPs) backing the fund include the City of Sapporo, North Pacific Bank, The Bank of Hokkaido, Development Bank of Japan (DBJ), and Dynax Corporation
- UntroD Capital Japan secures first close for second crossover impact fund to back late-stage deep-tech startups: UntroD Capital Japan has achieved the first close of its second crossover fund, the UntroD Crossover Impact Fund No. 2 Investment Limited Partnership; the Tokyo-based firm is doubling down on a strategy designed to finance deep-tech ventures from late-stage private rounds through their initial public offerings and beyond; the fund launch comes as late-stage Japanese startups face persistent growth-capital shortfalls, risks associated with "small IPOs," and governance hurdles during transition phases; UntroD’s crossover framework addresses these bottlenecks by delivering continuous growth capital and hands-on governance support; the firm's flagship crossover strategy, launched in December 2024, has already seen five of its eight portfolio companies successfully complete public listings as of August 2026
- JA Mitsui Lease Launches JPY 5bn CVC Fund to Accelerate Startup Co-Creation Across Strategic Sectors: JA Mitsui Lease, in collaboration with its strategic subsidiary JA Mitsui Strategic Partners (JMSP), has launched a 5 billion yen corporate venture capital (CVC) fund aimed at backing early- to mid-stage startups; the vehicle, named the JM Strategic Innovation Investment Limited Partnership, commenced operational activity in September 2026 with Spiral Innovation Partners LLP acting as the General Partner (GP)

- Mizuho held its investor day, and presented the above chart, mapping its path from a Price-Book-Ratio of 0.52 in FY2022 to 1.67 today; it expects that additional measures to improve capital efficiency, and further Bank of Japan rate hikes will move it into the global top tier of financial institutions
- Money Forward expands AI managed services suite with new payroll outsourcing solution: Money Forward announced the September launch of "Money Forward Payroll Outsourcing," an AI-managed service designed to handle full-scope payroll calculation operations for mid-sized and large enterprises; the service addresses increasing operational complexity driven by labor law revisions, work style reforms, and persistent back-office labor shortages in Japan; by shifting from pure software provision to end-to-end operational execution, the company aims to reduce personnel dependency and minimize manual errors in human resources workflows

- The Bank of Japan has published English translations of the "CBDC Experiments - Progress Report on the Pilot Program" and the "Sixth General Meeting of the CBDC Forum"
- Japanese financial sector enhances cross-border services via AI translation and expanded QR payments: PayPay Corporation expanded its cross-border infrastructure by integrating the "UnionPay App" (UnionPay QR) into its nationwide merchant network through the HIVEX® platform; the integration enables travelers holding UnionPay cards issued in Mainland China, Hong Kong, and Macau to make code-based payments across participating Japanese merchants for dining, souvenirs, and lodging; SMBC Group announced the deployment of "SMBC-Interpreter," a proprietary real-time translation application built for bank employees; developed using OpenAI’s "GPT-Live-1" model, the application provides instantaneous two-way voice translation alongside synchronized text output on-screen, aiding spoken communication during complex banking explanations and operational confirmations
- Kaia expands Asian stablecoin ecosystem via dual Japanese alliances with Netstars and HashPort: The Kaia DLT Foundation has struck strategic partnerships with Tokyo-listed payment gateway Netstars and digital asset solution provider HashPort; the dual announcements position Kaia—an EVM-compatible Layer-1 public blockchain created through the merger of Kakao’s Klaytn and LINE’s Finschia—to bridge decentralized finance with everyday brick-and-mortar retail across Asia; under a newly signed Memorandum of Understanding (MOU), Kaia and Netstars will integrate Kaia-based stablecoins into Netstars' "StarPay" and "Stablecoin Pay" platforms; Netstars currently powers over 700,000 merchant locations with an annual transaction volume exceeding ¥2 trillion (~$13.5 billion)
- RAKUS moves to add FinTech businesses through extraordinary shareholder meeting: RAKUS has resolved to set the record date for convening an Extraordinary General Meeting of Shareholders, to hold the Extraordinary General Meeting of Shareholders, and to submit a proposal regarding "Partial Amendment to the Articles of Incorporation" to the Extraordinary General Meeting of Shareholders; RAKUS is seeking the change to possibly enter the Electronic Payment Services and the Financial Services Brokerage business

- Morningstar Japan Asset Management Digest 2026: Japan’s mutual fund market continued its rapid expansion through mid-2026; driven by strong domestic stock performance and a weaker yen, publicly offered open-ended equity investment trusts experienced monthly net inflows exceeding 1 trillion yen for 10 consecutive months leading up to June 2026; total assets under management (AUM) officially broke through the 200 trillion yen threshold in May 2026; the defining structural transformation of the past decade remains the rapid adoption of index funds; the asset share of open-ended equity index funds (excluding ETFs) surged from approximately 12% in June 2016 to 41% in June 2026; within equity-only funds, the passive share now approaches 50%; flagship low-cost funds—such as Mitsubishi UFJ Asset Management’s "eMAXIS Slim Worldwide Equity (All Country)" and "eMAXIS Slim US Equity (S&P 500)"—each crossed the 10 trillion yen AUM mark, sustained by inflows via the expanded NISA tax-exempt savings framework

- Metaplanet expands Bitcoin-focused financial services push with new Hong Kong asset management arm: Tokyo-listed Metaplanet (TSE: 3350) announced that its Board of Directors has approved the creation of a new, wholly owned subsidiary in Hong Kong to serve as its regional multi-strategy investment platform; the new entity, Metaplanet Asset Management Asia Limited, is scheduled for incorporation in September 2026 with an initial planned capital of $1 million; the unit will specialize in Bitcoin-related asset management, deploying client funds and proprietary capital across Bitcoin, related equities, preferred securities, credit products, and liquid financial instruments
- Metaplanet is reversing course on its controversial executive compensation plan, cutting the potential shares tied to its Series 10 rights by 41% after a backlash; more than $220 million in warrant value will disappear under the changes, according to CEO Simon Gerovich, who said bitcoin held per diluted share will rise about 8.8%, acknowledging the fixed-percentage ownership setup gave Series 10 holders "disproportionate value" relative to others; the remaining options were also pushed back, with one-third exercisable in each of 2029, 2030, and 2031, while the firm also dropped a plan to move some of the old Series 10 rights into a new employee incentive pool; the reversal follows a rough week for Metaplanet, with its shares dropping about 17% over two sessions, leaving the stock down more than 38% this year, well behind bitcoin's 10% and Strategy's 13% drop

- Curvegrid and Anseta partner to advance enterprise digital asset and staking infrastructure: Blockchain technology provider Curvegrid has announced a strategic partnership with enterprise digital asset firm Anseta to develop integrated infrastructure for institutional staking, treasury management, and on-chain operations; the collaboration seeks to bridge institutional custody and yield operations by combining Anseta’s enterprise validator nodes and staking APIs with Curvegrid’s MultiBaas platform and multi-party computation (MPC) wallet architecture; the joint initiative is designed to enable corporate treasuries and institutional investors to deploy digital assets into staking strategies while preserving enterprise-grade security, governance, and transactional controls
