Fukuoka Financial Group Partners with IBM Japan to Accelerate AI-First Banking Overhaul
Fukuoka Financial Group (FFG) has signed an AI partnership agreement with IBM Japan to accelerate a group-wide, “AI-first” operational and organizational overhaul.
The agreement broadens a strategic digital collaboration established between the regional financial group and IBM Japan in November 2022. Under the expanded framework, FFG aims to redesign its front-to-back banking operations to integrate autonomous AI agents, strengthen governance, and modernize legacy IT infrastructure.
Core Tenets of the IBM Partnership

The partnership will leverage IBM’s enterprise AI expertise alongside FFG’s core banking architecture to execute three primary initiatives:
- Hybrid Human–AI Sales Models: Deploying specialized AI agents across retail and corporate divisions, including an external “AI Concierge” for customers and an internal “AI Buddy” to assist loan officers and branch staff with financial analysis, documentation, and client outreach.
- Enterprise Architecture and Governance: Constructing an enterprise-wide AI architecture integrated with guardrails and central oversight managed through an AI Center of Excellence (AICOE).
- AI-Driven Core Modernization: Conducting proof-of-concept testing for legacy system refactoring and core software modernization using advanced enterprise tools, including IBM’s AI-agent-powered development partner, “IBM Bob”.
Shift Toward "AI-First" Management
The move marks an evolution from conventional task automation to autonomous workflow execution. FFG outlined seven primary use cases across corporate sales, retail sales, contact centers, back-office administration, headquarters planning, market/risk operations, and systems engineering.

By shifting routine data-gathering, credit screening drafts, and administrative documentation to AI systems, the banking group plans to reallocate staff to relationship management, advisory services, investment banking, and market-focused roles.
Leveraging a Hybrid Tech Stack
The AI initiative builds on FFG’s ongoing digital banking investments. As of late September 2026, FFG reported 1.88 million users on its retail banking app, 59,000 corporate clients on its BIZSHIP portal, and 171,000 cards issued under its integrated payment and rewards platform, “vary”. The group has deployed 20 internal AI use cases over the past two and a half years while maintaining research partnerships with OpenAI and ExaWizards.
To support advanced AI integration, FFG is pursuing a hybrid IT architecture that pairs the stability of traditional on-premise core systems at its regional lenders—The Bank of Fukuoka, Eighteenth Shinwa Bank, and The Kumamoto Bank—with the cloud-native, API-driven framework developed for its digital subsidiary, Minna Bank.
FFG confirmed it remains on track to complete the modernization and open-architecture conversion of its group accounting engine in early fiscal 2027, alongside ongoing verification trials for commercial stablecoin integration and on-chain finance.
